Ms. Costa has been a citizen activist in the criminal
justice field since 1976. Ms. Costa currently serves as the Chair of the
Washington State Indeterminate Sentence Review Board. She previously served as
a Community Victim Liaison with the Washington State Department of Corrections,
providing safety planning services for the victims of high risk offenders in
Snohomish, Skagit, Whatcom, Island, San Juan, Clallam and Jefferson counties.
Ms. Costa served three terms in the Washington State Legislature; four
years in the House of Representatives (1995-1998) and four years in the Senate
(1999 - 2002.) She served as the Vice Chair of Senate Human Services and
Corrections for four years and as the Ranking Minority Member of the House Law
& Justice Committee for 3 ½ years. She is a former chairperson and
former legislative chair of the Washington Coalition of Crime Victim Advocates
(WCCVA). She has served on the Sentencing Guidelines Commission, the Jail
Industries Board, the Correctional Industries Board and numerous other boards
and commissions. She currently serves on the Sentencing Guidelines Commission,
the Supreme Court's Gender and Justice Commission and the Washington State Bar
Association's Emerging Appropriate Dispute Resolution Committee. |

Deborah is the Victim-Witness Coordinator for the US
Attorney's Office, Western District of Washington. Previously, she was the
coordinator of the King County Prosecutor's Victim Assistance Unit, Juvenile
Section. Deborah held this position for over 20 years, after she created the
juvenile court program in 1980. Deborah holds degrees in English and Art
History from the University of Washington. While in graduate school, she became
a volunteer victim advocate and decided to follow that interest, which led to
her position with the Prosecuting Attorney. She currently serves on the board
of the Washington Coalition of Crime Victim Advocates. |
